Coat a nonstick skillet with cooking spray; place over medium-high heat until hot. Add beef, onion, and bell pepper; cook until beef is browned, stirring to crumble. Drain in a colander; set aside.
Wipe drippings from skillet with a paper towel. Return beef mixture to skillet. Stir in tomato sauce and next 7 ingredients; cook over medium heat 10 minutes or until slightly thick, stirring frequently.
Spoon beef mixture evenly over bottom halves of buns; cover with top halves of buns.
